How We Help section needs to be made interactive #74

Bug report

What is the current behavior?

The buttons on the How We Help section aren't interactive, and scroll over the section isn't captured.

What is the expected behavior?

Clicking on a button on the left should reveal new content on the right.

Scrolling down over the section should scroll to the next button, the next, then continue naturally page scrolling.
