[OCU-96] dracon component defs #166

I still don't understand what we are trying to solve over here

thinking that we should move away from tekton due to reported scalability issues i tried to decouple what a component is, since then we have agreed offline what we think a component is, how it is defined and run.

we also decided this is way too future forward and it should be closed
