Format project #257

Is there any specific reason why docker-base-images is not formatted? @talex5

I don't use ocamlformat on my own projects, but someone else should probably take over as maintainer here anyway.

(I don't understand why anyone wants to have their formatting automatically removed, but some people seem to like it. I find it a huge nuisance, and the changes it makes almost always make the code worse than it was, in my opinion.)
