We should remove stack.yml from the repository as, since the change in the on boarding process https://github.com/ocurrent/ocaml-ci/pull/896, we no longer need to update both stack.yml and deploy-data/github-organisations.txt: only the latter file needs to be updated. stack.yml is regenerated by the Makefile.
