Remove the web directory, now available as a standalone project
Rename tailwind occurences with raw, since voodoo does not use tailwind anymore
Remove the voodoo-gen packages call
Change the voodoo-gen pkgver call to voodoo-gen
Update the docs-ci package name to ocaml-docs-ci to make dune happy
Add some pin depends to fix the dependencies
Add a Makefile

I've locally tested and it works fine. The CI failure is because we remove docs2web from the deployment.
