Build clarke images #176

Adds clarke to the images to be built and pushed to docker. The power monitors will probably be installed and updated like ocluster-worker services rather than from the deployer.

In an initial deployment we'll only use ipmi and I've only been able to test on Linux_x86 machines hence the restriction, do we have machines that support that? I suppose there's no harm in building the images for those machines anyway right?

We're now building off of the live branch and for all of the archs ocluster-worker builds for.
