This is a draft PR should the temporary move to toxis prove more permanent.

@rikusilvola it is fine to leave it on Toxis while we investigate the performance issues with opam-repo-ci. The solver/CPU bound workload from ocaml-ci shouldn't interfere with the opam-repo-ci memory requirements.
