TODO: Expend the lower-bounds checker the the test dependencies #112

The intention of this issue is not clear to me, and it is quite old, so I will close it as part of my cleanup. However, if you still think this is relevant, could you please reopen with a bit of context? Thanks!

Currently the lower bound checker only checks the package without --with-test. It would be nice to also check that the test dependencies are well defined (aka. that the tested package's tests work even with the oldest possible set of test dependencies), although this is a very low priority task.
