Can persist new issue/PR based on passed GitHub URL #95

Background

There will be times when a user needs to manually add in an issue or pull request into their week in review, that is not showing up already.

Once we fetch it from GitHub, we need to then persist it to our db as a new Statistic for the user.

Definition of Done

[x] Creates a Statistic record for the supplied GitHub service object response
[x] Figures out the appropriate attributes (i.e. merged, assignees, etc.)
[x] Creates associated Organization record if not in our db
[x] Associates the new statistic with the current_user
