[js-build] Add half-baked JS watcher service #22

@jgerigmeyer this is failing on some missing files, but the core idea is there, I think. I wanted to break ground on it for you, but I ran out of steam when I didn't know what things were JS assumptions to leave in, and what was not project-generic to take out.

Merging this for now, we can improve it if we find we need to.
