Implement Security Review #17

The module should be enabled for every environment since the review result may vary depending on the server.

We should also include the $base_url variable in the default settings file in order to force people to set ut.

This should actually be enabled only for staging and production since there's a lot of irrelevant checks going on for development, such as file permissions.
