Implement basic CI test suite using Playwright

Let's investigate setting up basic e2e tests using Playwright.

Requirements:

• Small test to ensure homepage loads
• Small test to ensure register button is clickable and goes to /register route
• Can be run via an npm command
• Is run as part of CI flow against deployed URL(to test production build)

This was implemented for both WAT repos. We may be able to use this for the walletauth repos. I'll open separate issues in those repos
