Solution is to place headers and body text in different files. This allows body text to have different levels of headers in different projects but use the same body text in all projects (which is what needs to be DRY). Duplicated headers are a good thing in this context, because this approach to apply to have headers with different numbering or text in different projects, all with the same body text.
