Errors installing requirements #4

Tried to install this in cmd and powershell both same error I read the other issue and am i supposed to install some specific python or/and visual basic C+ or something in order for this to work?

Admittedly I'm not too familiar with python packaging. Have you tried installing distutils? The python version I used is 3.9.13.
