Update HTML under map #71

Check scenario descriptions for FES (based on 2020) are correct still for 2021. Check Planning Scenario wording. General overall check on how it reads.

Reorganised to have consistent headings under each scenario. NPg flexibility and support mechanism sections added. Final draft
