Yes, otherwise it will track the head of master?

@timcnicholls I have added a pin to odin-control 1.3.0 and a CI build to verify pip install works.

@timcnicholls It does unless the local version exactly matches the git URL. Even if the @<tag> is removed from the end. There is a related issue open here.
