Add pre-defined constants section #112

Initially added as a subheader under constants declaration + moved constants declaration section below control flow. But I think that sorta throws off the start: how to declare literals, vars, constants then onto control flow. So I made pre-defined constants a separate section then link to it.

For formatting I tried various things but a code block seemed clearest for now.

Also updated the gitignore, I'm on a later version of hugo and building locally adds that file.
