The rabbitmq-server package is not preinstalled on Xenial anymore.

OK, still not working (but now, the service can start). Maybe the management plugin is missing ?

Thanks! I think rabbitmq-plugins enable rabbitmq_management should fix this problem. See https://www.rabbitmq.com/management.html#getting-started
