Tweak formulation of SOF v0.2 #19

@joaquimg: @bonnkleiford is visiting Shapiro until June and working on MSPLib. I guess he's probably talked to you.

We had a good chat yesterday, and we do a few things the same, and a few things different. It spurred my to tidy up what we have an update it to JuMP v1.0 etc.
