Add build automation #3

Adding some initial build automation:

PR

codeQL
gradle build

Merge

codeQL
gradle build
push maven artifact to Maven central snapshot repo (tbd)

Release

Triggered on creation of a release in github, or a manual activation
gradle build
push maven artifact to Maven Central release staging area
Manual push from staging area to actually release (build deployer role)

Schedule

look for old issues & prs/notify users/close
run dependabot weekly

Creating a PR to propose initial setup based on what we do on the main egeria repo, and modified for gradle.

NOTE:
1. Currently the build does not create maven artifacts (tbd)
2. Credentials need adding for maven central
3. Release process will need to sign artifacts for pushing to a maven central staging area for release (not needed for snapshots)

publishing artifacts
signing artifacts (only if in CI)
