Configure/start servers & Upgrade operator to sdk version 1.16

• Updates operator to sdk version 1.16
  • Migrations from release notes incrementally applied
  • comparison with new template project to identify other changes
  • fix up build issues accordingly
• fixed minor bugs & typos
• Switches to quay.io for images

• further work on configuring & starting servers

  Todo

  • servers currently failing with empty config -- config files mapped to wrong location in filesystem

  Update April 2022

  • now move to sdk version 1.19
  • go version 1.17
  • fix up compile issues
  • config issues still occur
  • address LIFT warnings
