A platform's server configuration may change if

The list of servers specified for the platform is changed - ie added to, removed
the server's specific configuration document (configmap) is modified.

if this happens we need to
- stop/start servers accordingly (or simply bounce the platform)
- ensure config map changes are respected (above will do this in any case)
