Add persistence to VDC helm chart

(note - see https://github.com/odpi/egeria/issues/753#issuecomment-465102360 as a reminder on keeping the config file as well as the data store, to ensure metadatacollectionid is preserved and stable)

Transferring this, but will depend on where we see the vdc chart going For base egeria work on persistance will start around the docker image and operator

The VDC environment will need significant re-work to adapt to the many changes made in Egeria to better support metadata integration. Additionally the helm charts used for the lab & a simple base config have evolved to better support different types of services, exposing of ports, persistent storage etc.

As such specific incremental changes to the current - now old - charts do not really add value.

As such closing for now

(Note the other charts in egeria do now have persistence support)
