Integrating tag guidelines into tag word definitions

I think a "taguse" block in words that are used as tag names would be sensible, as right now tag guidelines, for specific tag contents, are just a big ball of documentation outside the system.

The alternative argument is that metatag guidelines need their own senses, with the guidelines going in the definition. I don't dig this, because firstly, tag senses are usually the same as an existing sense of the word without major differences in its tag connotation, and two, tag usage guidelines are usually too long to really belong in a definition.

Under #15, where tags are longer than just one word (and words can be reused in different contexts for different tags), tag use will most likely be managed under a separate repository (similar to the OPWS Schemata).
