Report value of timeout flags on startup #89

MemGator allows a user to specify contimeout, hdrtimeout, and restimeout values as command-line flags on startup. It would be useful, to ensure the correct values are interpreted by MemGator from the user, for MemGator to report the values on startup along with the endpoint list and ASCII art.

In that case, perhaps some other configurations should also be printed.
