Move RTE and TG4 into empty slots #15

In preparation for channel movement on the 5th of January. Also RG4 is added to 163 but that channel is for pick tv plus 1

Newer Entertainment channels are likely to take those slots. Viceland HD is on 284, although gets omitted in custom mode.

I won't be merging this

I'll close the pull requst and leave it for you to sort out

We had originally used the Northern Ireland listing to add the Irish channels, Pick +1 is on 283.

We'll look into it later. Maybe at 291+
