Update sat_282_sky_uk.xml with HD swaps for BBC Three #217

For BBC Three on Sky UK. I don't know the numbers for Sky Ireland yet.

Do you think we can safely change this: 

    channels_to_add = {
        "London Live": 117 #This is only added if you do not have an official local 117 service
    }

so that we can keep London Live? Perhaps 173?
