Support for LCN descriptor_tag 0x82 #234

Without testing, this is my patch to solve #233

Tested and 100% working. To do the test I compiled an openvix image openvix-6.2.010.release-zgemmah92h_usb.zip then entered a enigma2-plugin-systemplugins-autobouquetsmaker devshell and apply the modifications in this patch and then do_configure, do_compile and do_install and copy the result modified files to the box that I previously installed the openvix image. The channel number in NOS provider like an original box.

Can you resubmit this as two commits please? One commit Support for LCN descriptor_tag 0x82 with changes to reader and python files Another commit NOS - Use LCN protocol where you change the provider file and delete the custom file.
