Added file for Bulsatcom 39 E.

Bouquet is generating original operator table. 101--General interest 201--Sport 301--Documentaries 401--Movies 501--Music 601--Kids 701--News 801--Adult

Are you sure this works correctly? Sorry, I can't test. For new provider files, we are using 4 digit orbital position, can you please rename the file.

Any chance of updating readme file, provider section. No problem if you can't, I will do it.
