Describe the bug only "nur ein verein" decides currently if a person is eligible for a tournamen divison like Östm 2021 Women.

To Reproduce Steps to reproduce the behavior:

Go to https://db-ultimate.frisbeeverband.at/ultimate_frisbee_management/person/? 2 see that persons with sex m have a green check under EL. ÖSTM W

Expected behavior men are not eligible for EL. ÖSTM W
