Add support for individual skos:Concept #100

This one I am not completely convinced, as FOOPS is aimed at vocabularies (groups of terms). Semantic artefacts like http://vocab.nerc.ac.uk/collection/A05/current/EV_OXY/ may also get some an assessment. In this case this is a single skos:Concept.
