SOCA-114: Update SOMEF Version

Fixes #114

This PR implements the following changes:

• Updates the SOMEF package requirements to 0.9.5
• Ensures that both the single card and multi card generation works correctly
• Changes the output format from CSV to TXT file for the organization repository llist output file (The output is just a list of links, there is no need for a CSV format. Also the CSV writer was writing empty lines between the repositories and the reading of the links afterwards was faulty)
• Refactors class names to be capitalized as is the python convention
• Fixes some of the README commands that were faulty
• Adds a setup.py file which is required in order to run the setup.cfg file during the initial setup

Thanks, does this close any pending issues? Also, we'll have to do another release of soca (in the upcoming week). It would be great to automate this through an action @esgg now we can update the catalog generation
