Creation of new SOCA commands. Summary and configure. Edits to cards.py to allow usage of Summary command. Creation of Docker file for SOCA Docker compose for grafana and influxDB for SOCA-Dash feature.

Remove .idea and tmp folders. Look at the example file you are uploading. Right now there are a total of 822 files, too much for a review

Where are the tests? I don't see them now. Tests are important. Also what is the soca-dash file?
