co-existence with TVD-BasEnv #28

OUDbase does cover a bunch of issues which are not coverd by TVD-BasEnv. It would be create if oudbase could be adjusted to allow a smooth co-existence with TVD-BasEnv eg. as sub module of TVD-basenv

move OUD_BASE from ORACLE_BASE/local to ORACLE_BASE/local/oudbase to allow coexistence with TVD-BasEnv. TVD-Basenv integration is still open

add oudenv and basenv aliases. clean up aliases and environment variable which are similar.

Prompt will be different if basenv is installed
