Add TSAM config to datapackage #138

There is a PR in oemof.solph which enables simulations using timeseries aggregation with TSAM. We want to include TSAM config into datapackage, tu run oemof.solph in TSAM mode. Maybe, a setup similar to multi-period integration can be used?
