Docs advises running tox for tests, but tox not maintained #45

The docs advises to run tox.

But tox.ini has been deleted in https://github.com/oemof/oemof-tabular/pull/37/commits/b02640a3ab922c7c701a1d80927e7598b449ecc0.

Need to decide:

  1. Is tox abandoned? Then change the information in the docs.
  2. Should tox be supported? Then fix it.
