New Feature: Optimization suite using pygmo #296

Optimization suite for TESPy models using pygmo.

ToDo:

[x] Add sample class for model container with respective imports on tespy.tools level
[ ] Add section in online documentation
[ ] Check how to implement the pygmo installation option (raise an error or just write a warning message)
[ ] Add tests
[x] Add examples or refer to example repository
[x] Update What's New
