Add the ability to record timesheet entries for a task #37

Adds the time command, which builds a timesheet row for a task and its defect or story, if one doesn't already exist in this week, then puts the specified number of hours against it for today.

Hi @Two9A I'm not familiar with this feature, can you explain a little bit more? is this command related to the ralio point command?

The timesheets (Home / Timesheet) are the way (the only way I've found, at least) to record actuals against tasks; adding a timesheet entry for 3 hours on an 8-hour task, for example, would automatically set Time Spent to 3 hours and To Do to 5.

The interface is possibly the most convoluted thing on this Earth, though, so it makes sense for Ralio to have the functionality to add/increment timesheet entries.

Nice @Two9A ! I'm going to test it for a few weeks and change a few things if necessary. After that "beta" fase I'm going to release a new version of the npm package okay?
