Add manpage for rateup #46

In Debian, each executable in bin/sbin must have a manpage.

Please, let me know if the standard for this manpage is correct.

An extra comment: there is a symlink doc/mrtg-traffic-sum.pod in github but not a manpage for mrtg-traffic-sum in last tarball released (mrtg-2.17.8.tar.gz ).
