Renamed from contrib/mrtg-systemd to contrib/debian-systemd
Updated README
Improved mrtg.service
Added mrtg.init

Note I disabled the previous line that removes, via init, the lockfile. Since that time the lock file wasn't being removed from MRTG. A kill in MRTG produces exit 1 and maybe this is why of the lockfile isn't being removed.
