DST must be online when starting znapzend for it to be used #332

I'I've found out that for znapzend to use a dst, it must have been present while starting znapzend. I think when I boot my computer and znapzend starts and it doesn't see the dst, it should try to find it every time it is scheduled until it does. Currently, I'm not observing this behaviour. Could somebody point me to the relevant points in the code so I could fix this potentially and create a PR?

I have a similar issue see #356 . I have proposed a change.
