It would be nice if znapzend staggered sends. #441

I'm seeing behavior of about a half dozen systems all sending at exactly the same moment. I like that the snapshots are taken at a precise moment, however it would be nice to add a configurable amount of jittered delay for when the send begins.

There is a delay option in config, though it impacts also the length of a cycle (sleeps between sends). Would this help?
