Flag auto capture changes - meeting point #1480

Disable auto capture feature for rebels. Send a large QRF when garrison is depleted (example: less than 5 units alive) AND when the flag is taken. This should be covered by killzones code to avoid double-sending.

We will cancel QRFs at flag capture and let the support system handle troops being called in. This option was was on the table when we discussed it (19th September 2020) as the support system was introduced in March 2021.
