IFA mortars are very weak #3313

IFA mortars are much less accurate, and the shells deal less damage at lower radius than the vanilla mortar. I think this is probably an intentional adjustment for targets being unarmoured, as the difference in damage taken between an unarmoured unit and one with a carrier lite is ~9x. However, it probably goes a bit too far and may need adjustment.

Comparison:

Ok, ran the numbers and checked against reality:

Lethal radius of Mk6 vs standing rifleman (carrier lite + combat helmet): 34.9m Lethal radius of GrWr34 vs standing unarmoured IFA unit: 21.7m

So the IFA mortars are far less dangerous, even before accounting for the terrible accuracy.

Confirmed that artilleryDispersion is proportional to shell distance travelled, so "far" on the mk6 is much less accurate than "close". I think there's a fair argument that the mk6 is overly accurate, but I don't see the logic for the IFA mortars being that bad. Maybe I'll just put them on a flat 4.
