Use arm64 kiwix-serve #19

kiwix-tools for arm64 is now built and published in kiwix-build. We need to use it in our arm64 kiwix-serve image, once it gets released

@rgaudin Can we do a PR using nighlies?

What for? Binaries can be tested independently (and I did!). We have no users for this image and We'll want to use the release version ourselves…

I've added ability to build from a nighly anyway
