Add toggle to prevent users from ordering physical SD cards if account does not allow it

There is an interesting use case whereby a user whose account was not meant to order a physical SD card did nevertheless order one. In order to prevent this, during account setup it would be good to have an option can order SDcard that if toggled off prevents ordering (or blanks the option in the order menu, whatever)
