Re-activating accounts #231

In a scenario where a user lets their subscription run out but want to come back a few months later, would it be possible to reactivate that account will the previously saved configurations available (ie. put it to sleep)?

TBC: GDPR imposes that all data be formally deleted for one year, so there would have to be a full delete of all data to happen within 12 month of expiry in any case (not sure this should be a separate ticket)

Ah currently it looks like the system will confirm that account exists but not extend/reopen access. Obviously a bug tied to #230.
