Add "place order" button next to "Update configuration" #376

Seems like the next logical step and should be easy to find. Make it orange (#ee7711) so that users don't start an order too early (not sure, might want to mockup it first)

To clarify, this button should update the config one last time and take the user straight to https://imager.kiwix.org/orders/new
