Using offspot-config 1.13 for dashboard features
Added Kiwix-readers Option support for dashboard 1.4
Added links support for dashboard 1.4: only mterics for now
New beta_is_active field on Organization to toggle the feature
New Beta Toggle page reachable from User menu
New beta_features field (multi select) on Config Edit (only if enable)
Order Confirm/summary displays beta features
