Hi! If you are running Sketchup 8 or 2013, make sure you are running the latest
version of the plugin (or at least > 4.1.6) otherwise you may get results like
you have described.
If you had an older version of cutlist installed, then make sure it is removed
(cutlist.rb and the folder cutlist).
Preferably install the plugin through sketchup, this will unzip and place all
files where necessary automatically.
Otherwise, I might need a few more details to sort out why this is not running
for your properly.

i am running the newest version of both 2013 for sketchup and 4.1.8 for cut
list and I made sure all previous version of both are removed I also made sure
that internet explorer is newest version ISE 11

Ok, you did everything correctly, but IE11! OK. It's pretty new and I haven't
tried it with IE11 yet. I haven't even quite figured out if there is a version
for my Windows Vista.
I can probably get a clue what is going on if you enable the Ruby Window
(Window->Ruby Console) within Sketchup, then start up the plugin and cut and
paste any output from the window here.

Thanks for the update.
I suspect this is an IE11 issue. I can't install IE11 to verify but I can
suggest a test and a possible solution.
If you browse to where the plugin is installed (something like C:\Program
Files\Sketchup\Sketchup 2013\Plugins ) and go into the sr_cutlist directory,
there is a file there called cutlistui.html This is the html file which is
first opened when the cutlist plugin is started up. Sketchup uses IE to open
this file.
If you open this file using IE11 and it gives some warning about ActiveX
controls needed to be allowed, then this is likely the issue. The security
settings in IE11 may have been set to disallow ActiveX, which is required to
open and display the menu for cutlist.
You can follow the directions here for allowing (or disallowing) ActiveX
controls in IE:
